In a significant development within the civil service sector, Mrs. Joy Maduka, the former Head of Service, has been given compulsory retirement by Governor Dr. Alex Otti. This decision follows serious allegations of financial misconduct during her tenure.


The letter, signed by Dr. N. Q. Obioma, the Abia State Head of Service, directed Mrs. Maduka to proceed with immediate compulsory retirement.


In the statement titled “Directive to Proceed on Compulsory Retirement,” Governor Otti ordered her to hand over all government property in her possession to the most senior director in the ministry.


Sequel to the directive of His Excellency, the Executive Governor of ADis State, Dr. Alex Chioma Otti, you are to proceed on compulsory retirement with immediate effect.


“You are to hand over all the government properties in your custody to the most senior director in the ministry. Thank you”. It stated.


However, Mrs. Maduka, once a powerful figure in the state's civil service, had been elevated to the position of Head of Service by the Governor of Abia State, Dr. Alex Chioma Otti, where she wielded considerable influence. Her rise was marked by controversy, with numerous accusations of corruption and mismanagement.



One of the primary allegations against her involves the diversion of ₦20 million intended for workers. This fund was reportedly allocated by former Governor Okezie Ikpeazu and left in the office account by Onyii Wamah.  Mrs. Maduka also is accused of looting ₦13 million from the Ministry of Environment's account shortly after her promotion to Permanent Secretary.


Additionally, Her tenure was also marked by contentious decisions, including spearheading the dismissal of numerous state employees shortly after she assumed the role of acting Head of Service. These actions drew significant criticism and raised concerns about her leadership approach and integrity.
