Last week, I came across a jaundiced report authored by one Odinaka Eric Emeh, who  allegedly deceived the Governor into believing he has worked with the World Bank in the past. Based on this claim, he was appointed as the Senior Special Assistant to the Abia State Governor on Multilateral and Donor Agencies.



Ordinarily, I would have ignored him, especially as I had encountered this character during the previous Ikpeazu administration, which he now openly criticized despite lobbing to be appointed as a technical aide to the then Project Coordinator. I am aware that he misled the Governor with false claims of having worked with the World Bank, claims that are entirely untrue.



Unfortunately under "new Abia" there is this fixation about those with abroad certificates and address even when they dont have  hands on experience on such roles .



However, I feel compelled to clear the air, particularly because he attempted to associate me with the PDP in his response. That is very unconscionable especially when he deliberately attempted to hide facts about RAAMP before 2023  just to clean history of the past.  Am also aware of his questionable involvement in another World Bank-sponsored initiative, the "Nigeria for Women Project" which led to Abia State being delisted from participating states. This happened after the World Bank threatened to demand a refund from the Abia State Government over confirmed mismanagement of funds under their" New Abia" .



Last week, the National Coordinator of RAAMP, Engr Aminu Bodinga Mohammed, visited Abia and had a closed-door meeting with the Governor. During the meeting, Engr. Aminu  was candid in stating that excessive interference was hindering the progress of the RAAMP programme in Abia State. He specifically mentioned Mrs. Ngozi Blessing as a major concern. We were informed that the Governor was visibly disappointed upon hearing these complaints.



It is this same interference that made Abia State  produce four (4)  Project coordinators under 2 years.  I may not go into dirty deals that characterized this programme since 2023. 




It is no surprise that since that visit, there has been a sudden shift, processes relating to contract awards, which had been stalled or moving at a snail’s pace, were revealed to be part of a deliberate strategy to assert control and demonstrate who is in charge.



Unfortunately, while Abia grapples with internal conflicts, other states like Katsina , Akwa Ibom that joined late have fully utilized their allocated funds and have reportedly begun encroaching on funds originally meant for Abia.



The attached court documents further reveal how political interference is undermining World Bank projects under Governor Alex Otti’s administration. Notably, Mr. Eric Emeh was listed as one of the respondents in Suit No: FHC/WR/CS/82/2024–AKPAVAN Integrated Services Ltd and seven others. Incidentally, the suit is on same political interference as Akpavan Integrated ltd won the contract for construction of 55.42km up- grade of rural roads in Abia State.They accepted offer on 19th April 2024 but got a letter for cancellation of the procurement process on 28th of August 2024.



This lawsuit poses a serious threat to Abia’s continued participation in the RAAMP programme. It is indeed unfortunate that under the so-called “New Abia,” due process is often sidestepped for political expediency.



A word of advice: refrain from engaging me in public spat, I have the receipts. Let us not forget, I was the one who revived the RAAMP programme in 2015.
