PDP Demands Transparency from Gov. Alex Otti Over $263.8 Million AfDB Loan | #NwokeukwuMascot

In a strongly-worded open letter signed by the State Chairman, Elder Abraham Amah, the party questioned the secrecy surrounding the deal and challenged Governor Otti to come clean with the full terms of the loan, which translates to approximately ₦400 billion at current exchange rates reportedly the largest single debt facility in the state’s history.
The PDP expressed deep concern over what it called a “contradiction between the Governor’s public stance and his private actions.” The party pointed out that Governor Otti had on several occasions publicly denied that his administration was seeking loans, often touting a model of financial independence and prudence. However, the AfDB’s official announcement appears to have undermined that narrative.
“Your Excellency, the people of Abia are not against development,” Amah stated. “But we reject a governance model that masks debts in silence, dismisses the need for accountability, and treats the electorate as a side audience rather than partners in governance.”
The PDP letter demanded urgent clarifications on the following points:
- What are the loan terms? Interest rate, repayment period, and whether any hedging measures have been taken against foreign exchange volatility.
- Why was the public kept in the dark? The party questioned why the announcement came from AfDB rather than the state government and why the Abia State House of Assembly was reportedly not briefed beforehand.
- What is Abia’s current debt profile? With this new borrowing, concerns have grown about the long-term financial health of the state.
- Who are the contractors? The PDP called for transparency in the procurement process and for assurances that local firms and professionals will have access to project participation.
The PDP urged Governor Otti to immediately, Publish the full loan agreement in the public domain. Brief the State House of Assembly and relevant civil society organizations.
Commit to an open, competitive procurement process. Establish a citizen-led monitoring team to oversee project execution and spending.
While the message came from the opposition party, Elder Amah emphasized that the letter was not an attack on Governor Otti’s person or ambition, but a necessary step to safeguard Abia’s future.
“This is not a partisan call; it is a patriotic duty,” he wrote. “Great leaders are not only remembered for what they built, but also how they built it through openness, prudence, and truth.”
The PDP warned that unless handled with complete transparency, the loan could saddle Abia’s next generation with a mountain of unsustainable debt, even if it delivers short-term infrastructure benefits.
“We cannot build roads today and saddle our children with unbearable debts tomorrow,” the letter stressed.
In closing, the PDP called on Governor Otti to choose a path of integrity and openness. “Abia deserves progress but progress built on trust, not on secrets,” the statement concluded.
As citizens await a response from the Governor’s office, the pressure continues to mount for clarity and accountability on a loan facility that could redefine the economic trajectory and financial obligations of Abia State for decades to come.
