According to the recently published Abia State Government Project Financial Report for the third quarter of 2025, a staggering ₦12.8 billion was recorded as expenditure on the construction and rehabilitation of public schools. The report, which was duly signed by the Accountant General of the State, Mrs. Njum Onyemenam, was uploaded to the official Abia State website under the supervision of Governor Alex Otti’s administration.
However, this latest disclosure has triggered widespread outrage, as it comes barely months after earlier reports indicated that the state government had already spent ₦54 billion in the last quarters of 2024 and another ₦14 billion in the early quarter of 2025 on similar projects none of which have been physically verified or identified across the state.
In total, over ₦80 billion has now reportedly been spent on school projects whose existence remains untraceable.
This growing controversy has prompted a coalition within the Abia State Chapter of the All Progressives Congress (APC) to formally petition the Economic and Financial Crimes Commission (EFCC). The group is urging the anti-graft agency to launch a full-scale investigation into what it described as “a deliberate looting scheme disguised as educational development.”
In their petition, the group questioned why the state government continues to record enormous budgetary allocations for education without corresponding physical impact. They further alleged that the repeated figures were “a calculated attempt to launder state funds through non-existent projects.”
Meanwhile, education stakeholders and residents have expressed deep concern over the alleged misappropriation. A retired educationist in Aba, who spoke on condition of anonymity, described the situation as “a monumental deception against Abians who trusted this administration to bring transparency and progress.”

Calls to the Ministry of Education and the State Accountant General’s office for comments were not immediately returned. However, the government is expected to issue a statement clarifying the status of the supposed school projects and the whereabouts of the ₦80 billion reportedly spent.
As the controversy unfolds, many observers believe that how Governor Alex Otti’s administration responds to this growing scandal may define its credibility going forward particularly in a state already plagued by poor infrastructure, teacher shortages, and public distrust in governance.
If substantiated, the alleged misappropriation could become one of the most alarming cases of financial mismanagement in Abia’s recent history.
