Abia state Governor, Dr Alex Chioma Otti has secretly confirmed Joy Maduka as substantive Head of Service.

In Continuation of his brazen disregard to the rules guiding the Civil Service, The Governor of Abia State Dr Alex Otti has secretly confirmed Lady Joy Maduka, a junior Director as the substantive Head of Abia State Civil Service.

Otti who had on the 29th of June 2023 announced the appointment of Lady Joy Maduka after suspending the Head of Service and all but excluding two permanent secretaries, insisted that the lady was his choice for the office of Head of Service despite protest that she was merely promoted as a Director in 2022 under the last administration.

Confirming this information, the supposed acting head of Service, Lady Joy Maduka sent a Circular to all the Ministry, Department and Agency of Abia State Government directing them to address her as "Head of Service" and not acting Head of Service.

The complain of Concerned parent Forum (for School of Nursing and Midwifery in Abia) which was directed to Gov. Alex Otti and copied to security agencies across the state, prompted the investigation which was stalled by Mrs. Nwankego's non-appearance leading to her arrest and detention.
